Accessing funding for residential treatment for youths

  • The topics included the current funding mechanism through the Comprehensive Services Act.
  • This state law requires locality participation and the amount of that participation varies on the type of service.
  • Residential placement is one of the highest local participation levels.
  • Many of the attendees of the session sit on the team that meets monthly to make the decisions about what treatment to fund.  This group does not review all the cases and does not duplicate the FAPT team review that makes decisions about what is necessary to provide.
  • Discussion ensued about the difficulty of reintegrating families after a problem occurs, and the issues of cultural differences, generationally learned unsuccessful behavior, and the need for more effective education.
  • One participant observed the growing Hispanic population and the need to reach these people, including organizations that make the young people feel listened to.  She suggested that something like a debating club would give young people a platform to perform from, to show their talents, and learn skills.
