Both the state and federal government have some very generous programs to help fund efficiencies and solar and wind power improvements to existing homes and in new construction.
The federal gov’t is offering rebates under two different programs.  One covers increased efficiencies of heating and cooling appliances, windows, doors, insulation and other.  This will give a 30% credit up to $1500 on eligible products.  Thus, to recover the maximum, $5000.00 in such projects must be spent in 2009 or 2010.   The $1500 is the total credit for both years combined.
The federal gov’t is also providing a credit of 30% of the cost of installing a wind and sun  (both photovoltaic and direct thermal) generated power systems in homes.  This is not capped at $1500.
The state has two programs where it is disbursing federal money.  These programs can be accessed at a website- www.dmme.virginia.gov/DE/ARRA-Public/SEPRebate.shtml
Like the federal program, one is for increased efficiencies and one is for wind or solar systems  (both PV and direct thermal).  The efficiency program covers 20% of the cost up to a $2000 rebate, plus $250.00 for an energy audit.  The energy production provides a rebate based on the kilowatt equivalent of the system that is installed.
The state program has money that is being distributed on a first come first serve basis.  The only way to access this money is to apply now.  Even if a person is waitlisted, if more money is made available or if people higher up on the list do not use the funds, then people on the waitlist will get money.  This is a direct rebate and is not a tax credit.

This website has a link at the top to the federal programs and clicking on Virginia in the map will show the state programs.
The combined programs greatly reduce the cost of projects.  For purchasing appliances or doors or windows or insulation they can cover 50% of projects up to $5000.00.  For solar or wind systems, depending on the system and the labor costs of installation, they can cover 2/3 or more of the price.
No specific action item was agreed to other than interested people getting to computers and applying for the state program.
One suggestion was made that Harrisonburg and Rockingham have a Design Center where people interested in this can come and learn what funds are available, what technology is working well in this area, and how can install it.
